Citizens On Patrol (C.O.P.)
Effective date: 08-Oct-2026
Last updated: 08-Oct-2026
These Terms of Service ("Terms") are an agreement between you and Citizens On Patrol ("we", "us", "our"). They govern your use of the Citizens On Patrol mobile app and related services (the "Service").
Please read these Terms carefully. By creating an account or using the Service, you agree to these Terms and to our Privacy Policy. If you do not agree, do not use the Service. Section 16 contains an arbitration agreement and class action waiver that affect how disputes are resolved.
1. What the Service does
The Service lets members of the public in the United States report traffic violations (for example running a red light or stop sign, expired registration or inspection stickers, missing or illegal license plates, failure to signal, not wearing a seatbelt, or parking violations) by submitting photos or videos with location details. Reports go to participating law enforcement agencies, which decide on their own whether to take action. If a fine is recorded for a report, the reporter earns reward points under Section 7.
C.O.P. is not an emergency service. If anyone is in danger, there has been a crash, or you suspect impaired driving that poses an immediate threat, call 911.
We are not a law enforcement agency. Citizens On Patrol is a private company. Submitting a report does not make you an agent, employee or representative of any agency, and you must never present yourself as one.
2. Eligibility
To use the Service you must:
- be at least 18 years old;
- live in the United States;
- be able to form a binding contract; and
- not be barred from using the Service under applicable law or by a previous suspension from us.
Officer and administrator accounts are available only by invitation and are also subject to the policies of the employing agency.
3. Your account
- Give accurate, current information and keep it up to date, including your name and contact details.
- You are responsible for keeping your password secure and for all activity on your account. Tell us right away at cop@h4tech.com if you suspect unauthorized use.
- One account per person. Do not create accounts for others, share your account, or create multiple accounts to get more rewards.
- If you sign in with Apple, Google or Facebook, that provider's terms also apply to how you sign in.
4. Safety first: rules for recording
Your safety and the safety of others always come first. When using the Service you must:
- Never use the app while driving. Do not record, take photos or handle your phone while you are operating a vehicle. Record only as a passenger, a pedestrian, or from a safely parked vehicle.
- Obey all traffic and other laws. Do not speed, follow, chase, block or confront any vehicle or person to get a recording.
- Stay in public places. Do not trespass or record from places where you are not allowed to be.
- Respect privacy. Record only what is visible from a public place. Do not record inside homes, restrooms or other private spaces, and do not focus on people unrelated to the violation.
- Follow recording and audio laws. Some states require consent before recording private conversations. Make sure any audio you capture is lawful in your state.
- Do not confront anyone. Never approach, argue with, threaten or detain a driver. Leave enforcement to law enforcement.
We may remove reports and suspend accounts that put anyone at risk.
5. Your reports
When you submit a report, you confirm that:
- you personally captured the photos or videos, at the time and place shown;
- the content is real and unedited, apart from basic cropping or brightness adjustments that do not change what happened;
- the report describes what you honestly believe to be a violation; and
- you have the right to submit the content and grant the license in Section 6.
False reports are prohibited. Do not submit reports you know are false or misleading, staged events, altered or AI-generated media, recordings taken by someone else, or reports made to harass, retaliate against or target a particular person. Knowingly filing a false report may be a crime. We may refer false reports to the authorities, cancel related rewards and close your account.
Agency decisions are final. Participating agencies decide on their own whether a report shows a violation and whether to issue a citation. We do not guarantee that any report will be accepted or lead to a citation, and we are not responsible for agency decisions, court outcomes or appeals.
You may be asked to help. In some cases an agency or court may need you to confirm your report or act as a witness. Your name and email address are visible to the reviewing agency for this purpose (see our Privacy Policy).
6. License to your content
You keep ownership of the photos, videos and other content you submit ("Your Content"). You grant us and participating agencies a worldwide, non-exclusive, royalty-free, transferable and sublicensable license to use, store, copy, process (including automated license plate recognition), display, share and keep Your Content for the purposes of:
- operating the Service;
- reviewing, investigating and enforcing traffic laws, including citations, hearings and appeals; and
- preventing fraud and meeting legal obligations.
This license continues after you delete your account, for as long as the report is needed for those purposes. We will not use Your Content for advertising or sell it.
7. Reward points
- Earning points. When a participating agency records a fine for a violation you reported, reward points are added to your balance in the app. The number of points depends on [HOW POINTS ARE SET, e.g. the fine amount and violation type], as shown in the app.
- Points are not money. Points have no cash value. They cannot be exchanged for cash, transferred, sold, or combined with another account, and we do not pay out money for them.
- Redemption. Points cannot be redeemed yet. We may introduce ways to redeem points in the future, such as gift cards. Any redemption program will have its own terms, which we will publish before it starts and which may include eligibility requirements.
- No guarantee. Points are not wages and do not make you an employee or contractor of us or any agency. We may change, suspend or end the points program, or change how points are earned going forward, with notice in the app.
- Forfeiture. You will lose points connected to fraud, false reports, multiple accounts, breaking these Terms, or reports later overturned or dismissed.
- Ineligible people. Employees of Citizens On Patrol and of participating agencies, and their immediate family members, [ARE / ARE NOT] eligible to earn points.
- Closed accounts. Points belong to your account. If you delete your account permanently, your points are deleted. If you deactivate it, your points are kept until you sign in again.
8. Acceptable use
You agree not to:
- break any law or anyone's rights, including privacy and publicity rights;
- harass, stalk, threaten, discriminate against or target any person or group;
- upload content that is unlawful, sexually explicit, violent beyond what is needed to show the violation, or that shows minors without good reason;
- impersonate any person, officer or agency;
- interfere with, overload, reverse engineer or try to get unauthorized access to the Service or other users' accounts or data;
- use bots, scripts or automated means to submit reports or create accounts; or
- use the Service, or any information from it, to identify, locate or contact drivers or vehicle owners yourself.
9. Officer and administrator accounts
If you use the Service on behalf of an agency or our company:
- you may access reports and personal information only for official purposes and as your employer's policies and the law allow;
- you must keep the information confidential and must not download, share or publish it except as your duties require; and
- your use may be logged and audited.
10. Closing your account
You can close your account at any time in the app under Profile → Delete Account. You can choose to delete permanently (your personal data is erased and reports stay on record anonymously) or deactivate (your data is kept and signing in again restores your account). See our Privacy Policy for details. Closing your account does not cancel the license in Section 6 for reports already submitted. What happens to your points is described in Section 7.
We may suspend or close your account, remove content, or cancel rewards at any time if we reasonably believe you broke these Terms, created risk or legal exposure for us, an agency or others, or if we are required to by law. Where appropriate we will tell you why.
11. Changes to the Service and these Terms
We may change, suspend or stop any part of the Service at any time. We may update these Terms. If a change is material, we will notify you in the app or by email at least [30] days before it takes effect. If you keep using the Service after the change takes effect, you accept the updated Terms. If you do not agree, close your account.
12. Our intellectual property
The Service, including its software, design, logos and the "Citizens On Patrol" and "C.O.P." names, belongs to us or our licensors. Subject to these Terms, we give you a personal, limited, non-exclusive, non-transferable, revocable license to use the app on devices you own or control, for its intended purpose.
If you send us feedback or suggestions, we may use them without any obligation to you.
13. Third-party services
The Service relies on third-party services such as app stores, sign-in providers, mapping, license plate recognition, and SMS and email providers. We are not responsible for third-party services, and their own terms may apply.
14. Disclaimers
THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE." TO THE FULLEST EXTENT PERMITTED BY LAW, WE DISCLAIM ALL WARRANTIES, EXPRESS OR IMPLIED, INCLUDING MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, TITLE AND NON-INFRINGEMENT. WE DO NOT WARRANT THAT THE SERVICE WILL BE UNINTERRUPTED OR ERROR-FREE, THAT LOCATION OR LICENSE PLATE RECOGNITION RESULTS WILL BE ACCURATE, THAT ANY REPORT WILL BE ACCEPTED, OR THAT ANY REWARD POINTS WILL BE EARNED.
YOU ARE SOLELY RESPONSIBLE FOR YOUR CONDUCT WHILE RECORDING AND FOR ANY INTERACTION WITH OTHER PEOPLE. WE ARE NOT RESPONSIBLE FOR THE ACTIONS OF DRIVERS, OTHER USERS OR PARTICIPATING AGENCIES.
15. Limitation of liability
TO THE FULLEST EXTENT PERMITTED BY LAW, WE AND OUR AFFILIATES, OFFICERS, EMPLOYEES AND SUPPLIERS WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, EXEMPLARY OR PUNITIVE DAMAGES, OR FOR LOSS OF PROFITS, DATA, OR GOODWILL, ARISING FROM YOUR USE OF THE SERVICE. THIS INCLUDES INJURY OR PROPERTY DAMAGE THAT HAPPENS WHILE YOU ARE RECORDING OR CONFRONTING OTHERS, EVEN IF WE WERE TOLD SUCH DAMAGES WERE POSSIBLE.
OUR TOTAL LIABILITY FOR ALL CLAIMS RELATING TO THE SERVICE IS LIMITED TO US $100.
Some states do not allow certain disclaimers or limitations, so some of the above may not apply to you.
16. Disputes, arbitration and class action waiver
Informal resolution first. Before filing a claim, contact us at cop@h4tech.com and try to resolve the dispute informally for at least 30 days.
Binding arbitration. If we can't resolve it, you and we agree that any dispute arising from these Terms or the Service will be resolved by binding individual arbitration administered by [the American Arbitration Association (AAA) under its Consumer Arbitration Rules], not in court. Either party may instead bring an individual claim in small claims court if it qualifies.
Class action waiver. You and we may bring claims only on an individual basis, not as a plaintiff or class member in any class, collective or representative proceeding.
Opt-out. You may opt out of this arbitration agreement by emailing cop@h4tech.com within 30 days after you first accept these Terms, with your name, account email or phone number, and a clear statement that you opt out.
17. Indemnity
You agree to defend, indemnify and hold harmless us, our affiliates and participating agencies from any claims, damages, losses and expenses (including reasonable attorneys' fees) arising from Your Content, your use of the Service, your conduct while recording, or your breach of these Terms or the law.
18. Governing law
These Terms are governed by the laws of the State of [STATE] and applicable US federal law, without regard to conflict-of-law rules. Subject to Section 16, disputes will be heard only in the state or federal courts located in [COUNTY, STATE].
19. Apple App Store terms
If you downloaded the app from the Apple App Store:
- These Terms are between you and us only, not Apple. Apple is not responsible for the app or its content.
- Your license to use the app is limited to Apple-branded devices you own or control, as the App Store Terms of Service's Usage Rules allow.
- Apple has no obligation to provide maintenance or support for the app.
- If the app fails to meet any applicable warranty, you may notify Apple and Apple will refund the purchase price (if any). To the maximum extent permitted by law, Apple has no other warranty obligation for the app.
- Apple is not responsible for any claims by you or a third party relating to the app, including product liability claims, claims that the app fails to meet legal or regulatory requirements, and consumer protection or privacy claims.
- If a third party claims the app infringes their intellectual property, we, not Apple, are responsible for the investigation, defense, settlement and discharge of that claim.
- You confirm that you are not located in a country subject to a US government embargo or designated as a "terrorist supporting" country, and that you are not on any US government list of prohibited or restricted parties.
- Apple and its subsidiaries are third-party beneficiaries of these Terms and may enforce them against you.
The same principles apply to Google Play and any other app store you download from, together with that store's terms.
20. General
- Entire agreement: these Terms and the Privacy Policy are the entire agreement between you and us about the Service.
- Severability: if any part of these Terms is unenforceable, the rest stays in effect.
- No waiver: our failure to enforce a provision is not a waiver.
- Assignment: you may not transfer these Terms. We may transfer them in connection with a merger, acquisition or sale of assets.
- Notices: we may send you notices in the app, by email or by SMS to the contact details on your account.
